Druids
I'm currently in the process of leveling a druid to make sure the tips are up to date, you can follow the progress on theese pages.
[Iron Counterweight] and [Enchant Gloves - Minor Haste]
currently you need 10 haste rating at level 60 for 1% speed increase, using the formula: Rating/(10*(level-8)/52) (source) with level 1-10 counting as level 10.
From this we get that our 30 haste rating will count as:
- 0-10:78%
- 19:14%
- 29:7.43%
- 39:5.03%
- 49:3.8%
As you can see the benefit declines quite rapidly, but especially at the lower levels it's helpfull and the best thing is it works in forms reducing attack speed to

Update
Quite a few people expressed doubts that the weapons would affect the form attack speed, so here is the proof;
(on both images I have 20 haste on the hammer, and 10 haste on gloves) Bearform - level 19

Do note that the 20 haste rating on the hammer has an anoying tendency to not get displyed in the haste budget on the paperdoll - this is how ever not a druid issue, as it happens on all chars I've tested it with.
Once your ready for kitty cat pvp action the effect of the hastes arent really that good anymore - atleast it seems not compared to what else you have available at that time. You should be eligble for +15 str ( outlands enchant ) on the gloves, and +25 agility is properly better for the weapon.
Ofcourse if you are on a tigth budget ~7.5% dps increase is not bad at all, and it remains to be seen just what the speed increase is equivalent to in str/agi at that time.. I'll update this section once my druid gets there *grin*
